According to the Ministry of Earth Sciences, the Blue Economy is a subset of the national economy comprising the entire system of ocean resources and man-made economic infrastructure in marine, maritime, and onshore coastal zones within India's legal jurisdiction. It directly aids the production of goods and services with clear linkages to economic growth, environmental sustainability, and national security.
Under the national development framework, India targets scaling its Blue Economy to a US$100 Billion asset valuation index by the year 2030. This milestone is heavily supported by infrastructural upgrades across coastal districts and advanced exploration pipelines like the Deep Ocean Mission.
The Deep Ocean Mission (DOM), spearheaded by the Ministry of Earth Sciences, is mandated to develop advanced technologies for ocean exploration. This includes engineering human-piloted submersibles (such as Matsya 6000), testing deep-sea mining crawler risers, executing high-resolution seabed mineral mapping, and scaling up marine biotechnology bioprospecting initiatives.
India utilizes statutory frameworks like the Coastal Regulation Zone (CRZ) guidelines managed by MoEFCC, and deploys Marine Spatial Planning (MSP) frameworks. These structural tools map out open ocean lease zones, establish protective conservation buffer rings around vulnerable marine habitats (like mangroves and coral reefs), and balance industrial building with ecological safety.
The national framework identifies six major focus pillars: Marine Living Resources (fisheries, mariculture, seaweed), Maritime Transport & Shipping (ports, logistics), Offshore Renewable Energy (wind, OTEC), Coastal Tourism & Heritage (Blue Flag beach initiatives), Marine Biotechnology & Innovation (pharmaceuticals, bioprospecting), and Non-Living Marine Resources (seabed mining, gas hydrates).
Comprehensive oceanographic observations, marine spatial forecasts, and satellite-linked real-time atmospheric modeling data are democratized and accessible via unified digital portal registries managed under the O-SMART scheme and central repositories like INCOIS.
India’s Blue Economy refers to the sustainable use of ocean and coastal resources for economic growth, livelihood generation, environmental protection and national security. The Government highlights that the Blue Economy integrates sectors such as fisheries, shipping, ports, tourism, offshore renewable energy, seabed resources and marine biotechnology. India’s long coastline, Exclusive Economic Zone (EEZ) and strategic maritime location provide immense opportunities for economic development while supporting Sustainable Development Goal-14 (Life Below Water).
The Government of India has identified fisheries and aquaculture, ports and shipping, marine tourism, offshore energy, seabed minerals, marine biotechnology, coastal infrastructure, desalination, maritime logistics and ocean-based services as key Blue Economy sectors. These sectors contribute to employment, trade and coastal development. Ministries including MoES, Ministry of Ports, Shipping and Waterways, Department of Fisheries and Ministry of Environment, Forest and Climate Change are jointly involved in policy implementation and sectoral coordination for sustainable marine development.
The Draft National Blue Economy Policy is a strategic framework prepared to promote sustainable ocean-based economic growth while ensuring environmental conservation and social inclusion. The policy seeks to improve coordination among ministries, encourage private investment, support coastal communities and promote scientific research. The policy also aligns with India’s commitments under SDG-14 and the UN Decade of Ocean Science. It aims to create an integrated governance mechanism for efficient utilization of marine resources and long-term maritime sustainability.
The Deep Ocean Mission is one of the flagship programmes highlighted by the Ministry of Earth Sciences in Parliament for advancing India’s Blue Economy objectives. The Mission focuses on deep-sea exploration, development of underwater technologies, seabed mineral studies, marine biodiversity assessment and deep-ocean observation systems. This Mission will strengthen scientific capabilities, reduce technological dependence and support sustainable exploration of ocean resources. It is also expected to generate innovation, industrial opportunities and scientific employment in emerging marine sectors.
The sustainable fisheries are being promoted by Government of India through schemes such as the Pradhan Mantri Matsya Sampada Yojana (PMMSY) and Fisheries and Aquaculture Infrastructure Development Fund (FIDF). These initiatives aim to enhance fish production, strengthen cold-chain infrastructure, improve fishermen livelihoods and encourage sustainable aquaculture practices. It aims to reduce overfishing, improving coastal resource management and integrating scientific monitoring with marine ecosystem conservation. Sustainable fisheries are viewed as central to coastal livelihood security and food security.
Ports and shipping are considered major pillars of India’s Blue Economy because they support international trade, logistics, coastal employment and industrial development. Sagarmala Programme plays critical role in improving port connectivity, modernizing infrastructure and enhancing coastal economic zones. The use of digital technologies and smart-port systems shall support significantly for improving operational efficiency and reducing environmental impacts. Efficient maritime transport is considered essential for India’s economic competitiveness and regional connectivity in the Indo-Pacific region.
India faces several challenges in developing a sustainable Blue Economy. These include marine pollution, climate change impacts, overexploitation of marine resources, lack of coordinated governance, technological limitations, financing gaps and insufficient infrastructure in coastal regions. The domain need a stronger data systems, marine spatial planning and enhanced scientific research. Addressing these challenges requires coordinated action among ministries, states, coastal communities, research institutions and private sector stakeholders.
India is undertaking coastal clean-up campaigns, strengthening waste management regulations and implementing amendments to Plastic Waste Management Rules to address marine pollution. The marine litter threatens biodiversity, fisheries and coastal livelihoods. Several ministries in India are collaborating to improve coastal sanitation, awareness campaigns and monitoring mechanisms. India’s Blue Economy framework integrates environmental protection with economic development to ensure that marine resources remain sustainable for future generations while reducing pollution-related ecological damage.
Climate change significantly affects India’s marine and coastal ecosystems through sea-level rise, coastal erosion, cyclones, ocean warming and biodiversity loss. These impacts threaten fisheries, tourism, ports and coastal infrastructure. The importance of climate-resilient coastal planning, early warning systems, ocean observations and sustainable marine resource management. The role of scientific forecasting and climate research is also critical in supporting adaptation measures for coastal communities and maritime industries.
India has signed the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement in September 2024, to strengthen international cooperation on marine biodiversity conservation in areas beyond national jurisdiction. Government responses emphasized that the Agreement supports sustainable use of marine genetic resources, environmental impact assessments and capacity-building for developing countries. India considers the Agreement important for balancing conservation and equitable access to ocean resources. The Government has also stated that domestic legal and institutional frameworks are being strengthened to support international maritime commitments.
The Government of India is promoting private sector participation through public-private partnerships (PPPs), investment facilitation, innovation support and stakeholder consultations. The Ministry of Earth Sciences targets workshops and policy mechanisms to attract investments in ocean-based industries. The Minsitry launched a White Paper on Blue Economy that identifies the need for blue infrastructure financing, marine technology innovation and industrial collaboration. Private investment is considered essential for scaling maritime infrastructure, renewable energy, biotechnology and marine services.
The marine biotechnology has significant potential in pharmaceuticals, nutraceuticals, bioactive compounds, biofuels and industrial applications. The marine biodiversity studies and ocean research are being anchored by various central institutes to identify economically valuable marine organisms. Marine biotechnology can support innovation-driven growth while contributing to healthcare, agriculture and environmental sustainability. The sector is also expected to generate research opportunities, start-ups and high-value employment in emerging ocean industries.
